The film explores the phenomenon of Ukraine’s former Minister of Internal Affairs, Denys Monastyrskyi (1980–2023) — his values and priorities, his unconventional leadership style, the reformist ideas he managed to implement before the war, as well as the tough, often controversial decisions he initiated with the start of the full-scale Russian invasion in order to defend our state.
Speakers featured in the film include: Valerii Zaluzhnyi, Kirill Budanov, Ruslan Stefanchuk, Denys Shmyhal, Zhanna Monastyrska, Oleksii Reznikov, Mykhailo Fedorov, Ihor Klymenko, Anton Herashchenko, Viktor Andrusiv, Oleksandr Martynenko and many others.
The project was created to mark the anniversary of the tragedy that occurred on 18 January 2023 in Brovary, near a nursery school, where the head of the Ministry of Internal Affairs, Denys Monastyrsky, and his first deputy, Yevhen Yenin, were killed when the helicopter carrying the leadership of the Ministry of Internal Affairs of Ukraine crashed.

In some of his projects, Heimrad Backer used the text of Nazi propaganda in such a way that it became self-evident, commenting on itself. I use excerpts from a Soviet newspaper for the same purpose. The author calls parts of the film scenes to emphasize the theatricality, absurdity, and cruelty of the process and propaganda images.
