In the summer of 2021, the young, talented, and skilled but relatively unknown politician Denys Monastyrskiy unexpectedly accepts President Volodymyr Zelensky's offer to lead one of Ukraine's most powerful agencies – the Ministry of Internal Affairs. Monastyrskiy, lacking distinct managerial experience, urgently assembles a team of like-minded individuals and takes control of the ministry, comprising over 300 thousand employees and often referred to as the "state within a state." Over the next six months, he manages to instill his own ethical values into the system and initiates crucial societal reforms. However, a full-scale Russian invasion begins, transforming Monastyrskiy into one of the influential leaders of the Ukrainian resistance, integrating his ministry into Ukraine's defense forces. Just about a year within the state of war, the helicopter carrying the minister and his closest associates crashes in a tragic aviation accident near the outskirts of Kyiv, taking the lives of everyone on board. This film tells the story of a minister who made hundreds of pivotal decisions daily for the country and a person, passionate about history and culture, capable of love and sacrifice. Perhaps, he changed more than is currently imagined.
