In the country, police reform, hangings have become commonplace, the police simply do not have enough time to thoroughly investigate all cases that fall on them every day.

Young but already experienced investigator Kira Korn suggests that her boss, Valentina Smeshko, use the innovative computer program Owl, created by her friend, to investigate cases. Owl can find differences and common features in the crimes of different years, different regions, analyze high-profile new cases with old similar ones, looking for new ways to investigate.

Smeshko, like many older people, does not trust innovative technologies and does not want to communicate with them, but Kira continues to put pressure on him. Taking advantage of a high-profile case, one of the victims of which was the goddaughter of the Deputy Interior Minister, she forced Smeshko to take advantage of Filin's opportunities. The program proves its uniqueness, thanks to it and a team of professionals – criminals are punished. Smeshko approves the creation of a special department.

The department begins to work successfully, Smeshko is satisfied with the result until Owl does not begin to reveal elements of corruption and involvement of senior police leadership in particularly high-profile crimes. Smeshko is afraid that he will lose his job, but he can't stop the work of the successful department either. The only way out is to overwhelm the department with particularly complex cases that will not be revealed, and the experiment will be curtailed.
